M. Mirat SATOĞLUDirector
M. Mirat Satoglu is the director of the National Academic Network and Information Center (ULAKBIM) of the Scientific and Technological Research Council of Turkey (TUBITAK). ULAKBIM manages the national catalogue of all libraries and provides collection development services, TR Index services and JournalPark open journal hosting services along with other information services.
During Mr. Satoglu’s tenure, TUBITAK ULAKBIM has led several open science initiatives within TUBITAK such as TUBITAK Open Science Policy, Aperta national open archive for research data and Harman national harvester.
Mr. Satoglu serves as national delegate of ERAC SWG Open Science and Innovation, governing board member of SCOAP3, governing board of EOSC.
Before ULAKBİM, Mr. Satoglu worked as an IT professional for various international companies. He holds a BSc in Computer Engineering from the Bilkent University, MSc from the Ege University and MLA from the University of Pennsylvania.
An experienced library manager specializing in change management; expert in the field of Open Science, digital libraries, as well as organization and management of a scientific library. She conducts scientific research in the field of Open Access, Open Science, data management in various scientific disciplines, metadata for research data, and data management support services - incl. defining the role and tasks of data stewards and data librarians.
Member of the IATUL Board of Directors (since 2018) and, since January 2022, President of IATUL. Also a member of several international organizations, working groups and bodies actively working for Open Science, incl.: SPARC Europe Board of Directors, CESAER (Conference of European Schools for Advanced Engineering Education and Research), Research Data Alliance, GO FAIR (Data Stewardship Competence Centers Implementation Network national chapter coordinator), EOSC Association.
Plenipotentiary of the Rector of the GdańskTech for Open Science. Initiator and creator of the Open Science Competence Center at the Gdańsk University of Technology and the Polish National Data Stewards Network. Coordinator ad project manager of several projects and initiatives.
In the years 2007-2016, she worked at the Wrocław University of Science and Technology, where in 2013, as the Rector's Proxy for Organization of the Center for Scientific and Technical Information (CWINT), she developed the concept of organization and functioning of a new university unit, combining the functions of a university library, departments responsible for university cooperation with the economy, technology transfer and intellectual property management. From January 2014, she was the first director of CWINT and the director of the WrUT Libraries. She was also a member of a group of experts preparing the organization of the IFLA World Library and Information Congress in 2017 in Wrocław.
Author and co-author of scientific articles, conference publications, presentations and posters related to Open Science and research support and library management. Organizer and member of program committees of national and international conferences and meetings popularizing issues related to openness and FAIR-ness in science.
Natalia holds a Physics degree from the University of Athens, and an MS in Electrical and Computing Engineering from the University of Wisconsin at Madison and has worked for several years as a Software Engineer and Architect in the Bioinformatics commercial sector. She has expertise in Open Science policies and implementation, having served in the EOSC Executive Board 2019-20, and in the Open Science Policy Platform (2016-17), an EC High Level Advisory Group provide advice about the development and implementation of open science policy in Europe.
Hella Klauser has been a member of the Executive Committee in her first term from 2019 to 2021 and a member of EBLIDA’s Expert Group on Culture and Information Society (EGCIS) from 2008 to 2012.

İsmail ÇETİNKAYA, who graduated from Ankara University, Faculty of Language, History and Geography, Department of Information and Records Management in 1998, completed his master's degree in Business Administration at Van Yüzüncü Yıl University. He worked as a Researcher in the Ministry of Forestry's Ottoman Period Forestry Research Project and publication, as a Librarian at the Ministry of Culture and Tourism, and as an Instructor at Van Yüzüncü Yıl University, and mainly conducted Medical Librarianship and Medical Documentation courses. Çetinkaya served as the Head of the Library and Documentation Department at Van Yüzüncü Yıl University between 2006 and 2021, and has been working as the Head of the Library and Documentation Department at Isparta University of Applied Sciences since January 19, 2021. Çetinkaya, who conducted the Science Board Membership and Information Literacy course in the Primary and Secondary Education Project Execution and Science Counseling Education Project (Science Counseling Workshop in Education) carried out by the TÜBİTAK Scientist Support Department in 2007-2008, and in 2014, he was appointed by the Higher Education Board to study the University Libraries Study. Group (Improving University Libraries and Setting Standards) and was among those who prepared the report titled “The Current Situation of University Libraries in Turkey Towards 2023, Problems, Standards and Suggestions for Solutions”. Çetinkaya, who has been served as ANKOS Board Member since 2010, has been served as ANKOS President since August 05, 2022. He continues to share his professional knowledge and experience by taking part in many national and international events in the fields of librarianship and publishing. Çetinkaya is married and has one child.
Sami Çuhadar completed his undergraduate and graduate studies in Information and Document Management at Istanbul University and his BA in Economics at Anadolu University. He continues his PhD studies in Information and Document Management at Çankırı Karatekin University.
Sami Cukadar is the Library Director at Istanbul Bilgi University Library and e-Resources in Istanbul, Turkey. He is also an academic staff at Istanbul Bilgi University Faculty of Law and teaches “Research Methods and Accessing Legal Information Resources” to the first year Law School students.
Mr. Çuhadar is also active in non-governmental organizations in the field of librarianship and information management. He is the former president and board member of the Anatolian University Libraries Consortium (ANKOS) and coordinator of UNAK-Turkish Platform of Law Librarians. He has written and made studies on fields of total quality management, distance learning and university libraries. His current research focuses on legal information, information literacy, distance education, university libraries, consortiums and ERM.
Ertuğrul Çimen has a BS from Hacettepe University Faculty of Literature, Librarianship Department, and a MA from Kadir Has University, Social Sciences Institute, Finance, and Banking Program. His current position is the library director of MEF University. His professional interests are academic library management, library consortiums, license agreements for e-resources, library collaboration, resource sharing, and document delivery, lifelong learning, and staff exchange programs for librarians. He has an active role in NGOs and professional organizations at the national and international levels. He is the former president of Anatolian University Libraries Consortium (ANKOS) and a former executive board member of the Turkish Librarians Association (TLA). He is also former Information Coordinator and the Secretary of the IFLA Document Delivery and Resource Sharing Standing Committee He has been serving as the Information coordinator of the Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory Board and a member of the Europe Regional Division Committee of IFLA. He is currently the editorial board member of the Interlending & Document Supply Journal (Emerald Publishing) and the International Journal of Knowledge Management and Practices (IJKMP).

Tuba has been working in academic libraries for over 24 years at different capacities. She started her career as a systems librarian following her graduation from Indiana University with an MLS. Currently, she works as the library director position at Koç University which is one of the most prominent universities in Turkey. Within the scope of this position, she manages 5 libraries in 3 different cities in the country. Collection development, e-resources management, library automation, resource sharing and scholarly communication are some of the areas she is responsible for.
She has been actively involved with the Turkish national university libraries consortium (ANKOS) governance, including as its President between 2016-2018. She is an active advocator of open science in the region.
She serves on various national, regional and international advisory boards. She is member of the IFLA Document Delivery and Resource Sharing Standing Committee.
Gultekin Gurdal has been working as the library director at IZTECH for 17 years. He has a Bachelor's Degree from Haceattepe University, Library Science, and a Master’s Degree from Kocaeli University, Business Administration. He has previously held positions at Bilkent University, The Scientific and Technological Research Council of Turkey, Sabanci University, and TOBB University.
He has proven working experience in the field of open access, open science, and open data for more than 10 years. Between the years 2008 and 2012, he served as the Chairman of the Turkish University Libraries Consortium (ANKOS) which is one of the biggest consortiums in Europe and the Middle East. He was also coordinator of the ANKOS Open Access and Institutional Repositories Working Group between the years 2008 and 2018. He is a member of the "Open Science Committee" which was founded by The Turkish Scientific and Technological Research Council in 2015, and a member of Open Access and Open Science Working Group which was founded by The Turkish Higher Education Council (CoHE) in 2018. In addition, he is the coordinator “Turkey Research Data and Open Data Task Force" sub-working group.
He participated in OpenAIREPlus, OpenAIRE2020, and OpenAIRE Advance EU projects. He has been working as an OpenAIRE Turkey NOAD since 2011 by actively engaging with the rest of the project team. He also served as an OpenAIRE AMKE Executive Board member since 2021 and co-founder of Research Ecosystems, an R&D Company established within IZTECH Technopark in 2021.
He works heavily in the areas of open access and open science. He accomplished many firsts in this field, and he became a very well-known name in open access. He has many national and international publications.
Halise Özdemirci was born in Ankara in 1969. She graduated from Ankara University, Faculty of Language, History and Geography, Department of Librarianship, in 1991. He worked as a librarian at the Ministry of Culture Ankara Polatlı and Cebeci Public Libraries between 1992 and 1994 nd as an expert at the Higher Education Council National Documentation Center Periodicals Unit between 1994 and 1996 he started working as a specialist librarian at the TubitakTUBITAK National Academic Network and Information Center in 1996.
Özdemirci currently works as the project coordinator of TÜBİTAK ULAKBİM Electronic Information Resources Archive Scanning System (EBKATS), and carries out post-license rights, continuous access rights, local archiving of data and related process management studies within the scope of electronic databases license agreements. She is married and has a child.
Ece Tufanyazıcı graduated from the “Department of Information Management” at Istanbul University in 2016. After graduation, she studied English in the UK. She has been working on databases and serials department at Istanbul Bilgi University Library since 2017. She has been volunteering of Anatolian University Libraries Consortium (ANKOS) since 2018. She is the database liaison for HeinOnline and Westlaw International databases. She is also a member of the license agreements group in ANKOS.

Nurgül KILIÇ graduated from Hacettepe University, Department of Information Management in 2008. Then she started to work as a librarian at Ankara University in 2009. After working as a library manager at the Faculty of Health Sciences for 6 years, she has been working as an Electronic Resources and Corporate Communications Specialist at the Library and Documentation Department for 8 years. She continues her PhD education in the Department of Information and Records Management at Ankara University. In addition, she continues his duties as database responsibility in the Anatolian University Libraries Consortium (ANKOS) and a member of the ANKOS Public Relations Group. She is the Turkey Representative (2021-2024) and a member of the European Association for Health Information and Libraries (EAHIL). She has been a gruop member of the University and Research Librarians Association (ÜNAK) Medicine and Health Sciences Platform since 2021.
Ebru Kaya, Ph.D. has been the director of İ.D.Bilkent University Library since 2016. She has been supporting the Library activities on an ongoing basis and representing the Library to campus committees, state governmental bodies, accrediting agencies, and academic, regional and national organizations and consortia. Prior to this, she served as the assistant director for 10 years at İ.D. Bilkent University Library and for 4 years at Middle East Technical University (METU) Library. Between 1998 and 2002, she was the head of the Acquisition Department at Sabancı University Information Center.
Being a member of many professional organizations such as University and Research Librarians' Association (UNAK), Anatolian University Libraries Consortium (ANKOS) and Association of European Research Libraries (LIBER), Ebru served as the vice president of the Turkish Librarians Association from 2004 to 2010. With her expertise and knowledge, she is currently leading the Ankos E-Book Working Group as the coordinator.

Feray Eldeniz is working under the Head of Education and Culture, General Directorate of Sectoral and Public Investment at the Presidency of the Republic of Türkiye, Presidency of Strategy and Budget Turkish Presidency Strategy and Budget. Her main tasks are the execution and coordination of public investments in the field of education, and she is responsible for the coordination of relevant parties, including the private sector and non-governmental organizations, to generate the education part of the Development Plans, which guide and frame the social, cultural and economic agenda. The Development Plans are the highest-level policy framework, for a period of five years. On the other hand, Feray Eldeniz takes part in all kinds of policy-making processes related to education administration.
