Prof. Dr. Muzaffer Şeker was elected President of the Turkish Academy of Sciences (TÜBA) in 2019 and re-elected in 2023. By a decision published in the Official Gazette on 14 April 2025, he was appointed a member of the Presidential Science, Technology and Innovation Policies Council. As a professor of anatomy, he continues his academic work at Necmettin Erbakan University Meram Faculty of Medicine. As President of TÜBA, he represents Türkiye at the Science Summit of the G20 countries (Science 20), the General Assembly of the International Science Council (ISC), ALLEA (All European Academies) and the World Science Forum. He is a member of the World Science Forum Steering Committee and Co-Chair of the 2027 World Science Forum. He represents Türkiye on the science diplomacy platforms of UNESCO and the United Nations, and serves as TÜBA's representative at the UN Climate Change Conference COP31. He held the rotating presidency of the Union of National Academies of Sciences of the Turkic World for the 2024–2026 term and chaired the Union's 8th General Assembly held in Baku (2025). In August 2026, he was elected a foreign member of the National Academy of Sciences of the Republic of Kazakhstan in recognition of his contributions to morphometric anatomy. He is a Full Member of TÜBA and served on the TÜBA Council from 2012 to 2019. He has served on the boards of professional organizations such as the Turkish Society of Anatomy and Clinical Anatomy, the Basic Medical Sciences Platform and the Association of University Hospitals. He is the founding rector of Necmettin Erbakan University, where he served two terms as rector between 2010 and 2018. He was a member of the Founding Board of Trustees of Istanbul Medipol University (2008–2010). He has served on boards that shape higher education, health and science policy, including the The Scientific and Technological Research Council of Türkiye (TÜBİTAK) Science Board (2016–2019), the Council of Higher Education's selection committees for the Disability Education and Doctoral Awards, the Higher Education Quality Council (YÖKAK), the Interuniversity Council (ÜAK), the education committees of ÖSYM (Measuring, Selection and Placement Centre), the Ministry of Health's Board of Medical Specialty Education (TUKMOS) and the Health Tourism Supreme Council. He graduated from the Faculty of Veterinary Medicine at Uludağ University in 1986. In 1995, he completed his PhD in Human Anatomy at the University of Leicester Medical School in the United Kingdom with a thesis entitled “The morphometric and immunocytochemical analysis of the human carotid body.” He also holds a bachelor's degree from the Department of Political Science and Public Administration at Anadolu University. Having begun his academic career as a research assistant at Selçuk University Meram Faculty of Medicine, he became an associate professor in 2000 and a full professor in 2006, and served as head of the Departments of Medical Education and Informatics and of Anatomy. He has authored numerous articles, books and conference papers published in national and international journals on anatomy, morphology, developmental anatomy, neuroscience and morphometric analysis, science diplomacy, medical education and educational technologies, and has supervised 13 graduate and medical specialty theses. His recent work has appeared in journals such as BMC Immunology (2025), Immunologic Research (2024) and the Journal of Surgery and Medicine (2024). Works he has edited at TÜBA include “One Health: Holistic and Sustainable Solutions” (2026), “Science Diplomacy for Global Challenges” (2025), the “Türkiye Maarif Encyclopedia” (2024), “East Anatolian Fault Earthquakes” (2023) and the TÜBA COVID-19 Global Outbreak Assessment Report (2020). Prof. Dr. Muzaffer Şeker is married and the father of three children. 

He was born in Trabzon-Maçka in 1980. He graduated from Hacettepe University, Faculty of Letters, Department of History in 2001. He received his master's degree from Middle East Technical University, Faculty of Science and Letters, Department of History in 2004. He received his doctorate from the Department of History at the State University of New York at Binghamton in 2009. He became an Associate Professor in 2013 and a Professor in 2019. 
In 2016, he was awarded the Outstanding Young Scientist Award (TÜBA-GEBİP) by the Turkish Academy of Sciences. 
As a TÜBİTAK and then Alexander von Humboldt fellow, he spent over two years at the Institute of Turkish Studies at Freie Universität Berlin as a visiting scholar, conducting research on Eastern manuscripts in various libraries in Germany. 
He taught part-time at Maltepe University and Istanbul Bilgi University. 
He served as Dean of the Faculty of Literature at Istanbul Medeniyet University (2022-2025). 
He is a full member of the Scientific Board of the Turkish Historical Society and chairs the Society's International Relations and Translation Science and Practice Section. 
His research focuses on the eighteenth century, consumption, material culture, and self-narratives. 

Five books have been published: Politics and Governance in the Ottoman Empire (Cambridge, Mass.: Harvard NELC, 2010), The Judge and His Diary (Istanbul: Türkiye İş Bankası Cultural Publications, 2013), Küçükköy Taşlıtarla Gaziosmanpaşa (Istanbul: Gaziosmanpaşa Municipality, 2013), History from Below (Istanbul: Istanbul Bilgi University Press, 2016), Diplomacy and Literature (Istanbul: Istanbul Medeniyet University & Ankara: Ministry of Foreign Affairs of the Republic of Turkey, 2025). 
He publishes a magazine called Ceride.
He was appointed as Rector of İzmir Democracy University by our President, Mr. Recep Tayyip ERDOĞAN, and the appointment was published in the Official Gazette on September 5, 2025.

Prof. Dr. Hülya ŞİMGA earned her bachelor’s degree in Philosophy from Boğaziçi University and her master’s and doctoral degrees from Duquesne University in the United States. She currently serves as Vice Rector at Antalya Science University. She is a member of the Board of Directors of the Turkish Philosophical Society and the Kuçuradi Philosophy and Human Rights Foundation, the Advisory Board of the Sabancı University Center of Excellence in Gender and Women’s Studies (SU Gender), and the Committee on Gender Issues of the FISP (International Federation of Philosophical Societies). Her research focuses primarily on ethics, gender, and women’s human rights.

İsmail ÇETİNKAYA, who graduated from Ankara University, Faculty of Language, History and Geography, Department of Information and Records Management in 1998, completed his master's degree in Business Administration at Van Yüzüncü Yıl University. He worked as a Researcher in the Ministry of Forestry's Ottoman Period Forestry Research Project and publication, as a Librarian at the Ministry of Culture and Tourism, and as an Instructor at Van Yüzüncü Yıl University, and mainly conducted Medical Librarianship and Medical Documentation courses. Çetinkaya served as the Head of the Library and Documentation Department at Van Yüzüncü Yıl University between 2006 and 2021 and has been working as the Head of the Library and Documentation Department at Isparta University of Applied Sciences since January 19, 2021. Çetinkaya, who conducted the Science Board Membership and Information Literacy course in the Primary and Secondary Education Project Execution and Science Counseling Education Project (Science Counseling Workshop in Education) carried out by the TÜBİTAK Scientist Support Department in 2007-2008, and in 2014, he was appointed by the Higher Education Board to study the University Libraries Study. Group (Improving University Libraries and Setting Standards) and was among those who prepared the report titled “The Current Situation of University Libraries in Turkey Towards 2023, Problems, Standards and Suggestions for Solutions”. Çetinkaya, who has been serving as ANKOS Board Member since 2010, has been serving as ANKOS President since 05 August 2022. He continues to share his professional knowledge and experience by taking part in many national and international events in the field of librarianship and publishing. Çetinkaya is married and has one child.
